It does seem odd the only applicants that year from the five big countries were Leaf and Sand...

Were those the only nations?

I mean we know Sound sent some, because of the role they played. It is just a lot of the teams were cameos because they weren't important to the story and didn't make it very far.

Not sure and I lack both the time and motivation to check, but if the absences weren't explained away in canon content, then some of the fillers by now I believe have addressed it. Almost certainly retcons, but then again the only village we were familiar with at the time was Leaf. Sand and Sound were essential to this arc, so maybe it really was intentional; by having them send no one it avoided revealing more about these villages so they could be exciting reveals later on?

Might be fun to see how the GM handles this; will he have crafted so many teams only to have something go wrong ("No, the sheets for the other 25 teams!") or if he just realized he needed to come up with excuses for them because after doing just Leaf, Sound, and Sand he realized he didn't have time or ideas for the rest... or if he really does have this all planned out in advance (but none of the players believe him XD) so when he says "The _____ village did not send anyone." and everyone treats it as the GM being lazy (or feeling bad because he's overworked!) and no one realizes that it was a clue or maybe even the original adventure hook!

A fighting tournament with big monster battle does seem kind of like the "real" adventure somehow was missed and so to avoid giving it away the GM just took some NPCs and had the characters battle. ;)

Grass sent at least two teams, and there were some entrants from other villages - I think at least one of the people there in the anime had a Moon symbol on their headband. IIRC there were no entrants from Stone at all, but Cloud could have sent some.

There was at least two teams from the mist village. The team that got killed by Gaara and the team that attacks Naruto and crew with illusions. Or were they from rain village?

OK I checked: Leaf, Sand, Rain, Sound, Grass, and Waterfall were the only villages who sent in teams that year.

And, Leaf and Sand are the only villages among that list which represent one of the Five Great Shinobi Nations. The other three (Mist, Rock, and Cloud) didn't send anyone.

(That said, didn't a lot of teams get picked off very early in the testing? I didn't pay that close of attention, but were some of those maybe from those three villages?)

Judging by Kabuto's Ninja Info Cards, no. Just Leaf, Sand, Sound, Grass, Rain, and Waterfall.

Cloud, Mist, and Stone aren't the Leaf's allies. Simple as that. Mind "ally" in ninja terms doesn't exactly mean BFF. But IIRC Mist was undergoing infighting. Stone are a tad stuck in their ways, and Cloud... Is lead by A. You know, the warmonger. The "kill them before they can kill you" guy.
