Iruka's weird to me. He's popular, I get that. And yeah, he's Naruto's surrogate father figure, but...

Out of the 700 chapters, how many does he actually appear in? I'd be shocked if he's in even 10 percent of them.

I think that the appeal of Iruka is just that; he's not just the surrogate father figure, he's the surrogate father figure that is almost "normal". I mean, being a ninja is almost a given in the Naruto setting, so it is pretty easy to mentally delete it from a character, in which case Iruka seems to be a caring teacher who is only exceptional in his capacity to relate to Naruto, and be the first to have had faith that Naruto could be more than a delinquent (or worse).

Kakashi is the mystery man with a past, Jiraiya was one of the Legendary Sannin and the Toad Sage... Iruka seems like a regular guy compared to them, perhaps making him more relatable?

I think you're really close to the mark. I think the other part of it though is that Iruka offers to Naruto something that most people want. Acceptance and support. Unconditionally and in spite of opposition.

He appears alot more often in the manga usually in the backround

bbut occassionally at the ramen shop and gives naruto some good advice form time to time.

He is a weird case. For someone so integral in Naruto's life, you'd think Iruka would show up in the manga, or even die in a blaze of glory, fostering Naruto to push beyond his limits. But Nope, he's just...there.
