I blame Might Guy. Why the hell does Tenten don't know how to do anything other than throw weapons? No Taijutsu, no Genjutsu or Ninjutsu. Not even carrying swords around for melee combat. People say Kakashi is a crummy instructor, but he's done more for Sakura than Might Guy did for Tenten.

She has Taijutsu just like the other two members of her team (since that's all that her sensei teaches), she also demonstrates Ninjutsu by being able to perform the summoning Jutsu to teleport weapons to her when she runs out. With a decent instructor perhaps one with some kind of creature summoning contract she might have been able to reach average but under Guy.... well yeah.

He's admitted to being a hack numerous times. Like how other people taught him to use more characters in the world, or how to build a story arc, or what to do with girls. Tenten isn't the worst failure Kishimoto ever did, it just makes me sad.
