Depending on how the characters are built... no. ;)

Definitely, when you go far enough and compare apples to apples, the point gap is likely to manifest as an Attribute/Skill gap in a game like GURPS. It isn't automatic, however; the reason a 500 CP Accountant might be more than a match for a 50 CP thug is that 500 CP is enough to build a decent superhero...

...so said accountant can easily have a rich background that justifies sinking CP equal to everything the thug spent on being a thug, while still being a highly skilled, professional accountant, and perhaps even quite skilled in a related field (business law?).

If I sound like I'm nitpicking, maybe I am... but there's something different in my mind between "This character is worth so many points, he's probably got more invested in this than you." versus "He's such a high level, regardless of his character class, you can't touch him."

I did a quick Google research. It say that mean " Abura ", which mean oil.

It's more a reference to Toad's Oil (a traditional medicinal ointment obtained from certain species of toads).

That kanji is also the symbol of Mount Myƍboku, aka the Land of Toads where the toads Naruto/Jiraya summon live and where Jiraya lerned to be a sage in the first place.

The Werefrog always wondered why Jiraiya didn't have the Hidden Leaf symbol anywhere, considering he was from the Hidden Leaf.

Are shinobi only allowed one symbol, even when the two symbols would never be at war with each other?

I'm pretty sure once you're old and experienced enough to be called a sage, you can wear whatever the hell you want.
