In theory not. In practice if someone is throwing an army at you it's probably because they believe you can take it.

Short answer is "No". The long answer is - as you said - the game is all about numbers... and "good" numbers have a cost. If the game is balanced, having a massive number of duplicates comes at a cost, even if it is only in the efficacy of those duplicates. Like having to burn a lot of "energy" to summon them all, and a solid attack making them go "poof", versus making a full-on double of your character under your (the Player's) control, just as durable and capable as the original.

It might be easier to understand in a Point-Build system, versus a Class/Level system. Naruto does have a build that lets him spam this trick, so its way more effective than if someone without the massive "energy" pool tried the same trick. Still, there's an opportunity cost; the player likely could have built the character to have stronger duplicates (or some other overpowered trick) by spending the same build-points elsewhere.

No matter how weak they are, eventually spamming a few thousand clones at someone should result in several hundred crits. The Joy's of statistics.
